Winters here run through repeated freezing and thawing, and that is what turns a small crack into a broken edge by March. Water sitting in a soft base is the fuel for it. We grade for runoff, compact the rock in layers and seal the surface only once new asphalt has cured for months, not days.
Bids are only comparable when they spell out the same things: base depth, compacted thickness, how edges are finished, and where water is meant to go. Ask for those before you pick a number.
