This is low-lying floodplain, and saturated ground plus freeze-thaw winters is the hardest combination asphalt faces. Water that gets under a surface stays there and lifts it. We remove soft soil, compact rock in lifts to build real support, and grade every surface so runoff has somewhere to go before winter.
A cheap bid usually gets cheap somewhere you cannot see. Ask what depth of stone goes down, how thick the asphalt is after rolling, and who fixes it if water still stands.
