Ground near the river valley holds water, and clay-heavy soils common across the region hold it longer. Water under pavement freezes in winter and lifts the surface, then leaves voids behind in the thaw. We deal with it in order: set the grade, remove soft subgrade, compact clean rock in layers, then pave and roll.
Before you sign anything, get the base depth and the compacted asphalt thickness on paper. Two bids that look far apart are often just two different pavements.
