The 1993 flood put about nine feet of water over this town, and the old riverbed beside it still fills in flood season. Ground that saturates that deeply drains slowly afterward. We compact the base in layers, grade for runoff and tie the surface to a drainage path, because a wet base and a hard freeze ruin asphalt together.
Bids are only comparable when they spell out the same things: base depth, compacted thickness, how edges are finished, and where water is meant to go. Ask for those before you pick a number.
